who had the Giant Wheel set up at the Inner Harbor in Baltimore last weekend. I saw it on TV from the aerial view during the Ravens game, then saw it again a few nights later from the Orioles game. I am guessing it was brought in to celebrate the 200 anniversary of the star spangled banner at FT McHenry.

not the same wheel Matt. The one you posted is closer to DC on the Potomac River. The one I saw in Baltimore is a portable Giant Wheel in the Inner Harbor of the Chesapeake Bay near the aquarium and FT McHenry.

I found the article in the Baltimore Sun and here is a quote from that article:

"As in 2012, the Inner Harbor will be a main attraction for viewing and boarding tall ships, and there will be a 90-foot Ferris wheel and a festival at the harbor's West Shore Park. Ships also will dock in Fells Point and near Fort McHenry on Locust Point. The fort will be the site of a second festival village, while visitors can watch the Blue Angels take off and land from Martin State Airport in Middle River."

I saw a photo of it, this much I can tell you, but still don't know who it belongs to. It is a Mulligan Wheel that has green uprights and hub, with multi colored car tops, and a bright orange center marquee can can't read the name from the picture I saw.

the article says it has been set up there in years past also

Rockwell Amusements
If you enlarge the picture you can see the name going up the towers. Apparently, the ride was sponsored by Drakes Cakes as that was the emblem in the center sign.

thanks Pete for solving this mystery. So they brought that down all the way from RI. Sure looked nice from the aerial views on TV at night.

The green Rockwell Mulligan wheel is very nice and has the Denny's led package on it. It will be with us in another week. sharp looking with the color schemes on it.
